GS-3: Infrastructure: Roads.
Context: Recently, the Union Ministry of Road Transport & Highways launched India’s first Multi-Lane Free Flow (MLFF) barrier-less tolling system at the Chorayasi Toll Plaza on the Surat–Bharuch section of NH-48 in Gujarat.
About MLFF (Multi-Lane Free Flow)
• MLFF is a next-generation digital tolling system that enables barrier-free movement, faster traffic flow, and efficient highway operations.
• It is an upgrade over the FASTag-based Electronic Toll Collection (ETC) introduced in 2014.
• Vehicles do not stop at toll plazas; tolls are collected while vehicles remain in motion.
• It uses FASTag (RFID-based system) and ANPR (Automatic Number Plate Recognition) for automatic toll deduction.
• The system is integrated with the VAHAN (National Vehicle Registry) for verification and enforcement.
• It generates electronic transaction records and notifications, ensuring transparency.
• Implemented by National Highways Authority of India through Indian Highways Management Company Limited.
Key Features of MLFF
• Barrier-less & Continuous Movement: Eliminates toll booths and boom barriers, ensuring uninterrupted vehicle flow without stoppage.
• Dual Identification & Validation: Combines FASTag (RFID) and ANPR-based number plate recognition for accurate and reliable vehicle identification.
• Real-Time Automated Toll Collection: Enables seamless toll deduction with instant transaction recording and user notification.
• Integrated Technology Framework: Links toll collection system with VAHAN database for vehicle verification and enforcement.
• Automated Violation Detection & Enforcement:
o Detects invalid FASTag, mismatched vehicle registration number (VRN), or non-payment cases
o Issues e-notices with violation details
o Provides 72-hour window for payment (only base toll applicable)
o Beyond 72 hours → double toll penalty
o Includes grievance redressal mechanism with time-bound resolution
• Regulatory Support Measures:
o Mandatory High Security Registration Plates (HSRP) for accurate ANPR functioning.
o “One Vehicle, One FASTag” policy to prevent misuse.
• Reduced Manual Intervention: Minimises human involvement, reducing errors and improving efficiency.
